India’s statistics ministry has proposed a methodological change in its industrial output measurement by replacing non-operational factories with active units in the Index of Industrial Production (IIP). Closed factories that report zero output over three consecutive months will be reviewed; if confirmed inactive, they may be substituted with comparable, operational factories from the latest industrial survey. 
The move is part of a broader effort to align economic statistics with the base-year revision to 2022-23, aiming for more accurate industrial data.
