On 9 November 2025, the CII proposed setting up an India Development and Strategic Fund (IDSF) - a sovereign‑backed, professionally‑managed investment vehicle aimed at financing India’s long‑term growth, infrastructure, strategic assets and global economic resilience. The dual‑arm structure would channel both domestic savings and foreign investment into productive capacity and key strategic sectors. The proposal comes amid rising global capital costs and the need for patient capital to back India’s 2047 vision. Analysts say if implemented, the IDSF could complement budgetary spending and accelerate upgrade of national capabilities.
